BC has been here before: The history of pollution

Before we start talking about today's smoke, wildfires and environmental crisis, we need to remember something:

British Columbia has a long history of pollution — and ordinary people have paid the price.

This isn't some new political issue.

For generations, communities across B.C. lived with industrial smoke, contaminated water, polluted rivers and air that was anything but clean.

Look at Trail.

The smelter there began operating in 1896. For decades, sulphur dioxide emissions from the smelter damaged crops, forests and surrounding communities. The pollution even crossed the Canada-U.S. border and became the subject of the famous Trail Smelter dispute, which lasted from 1928 to 1941 and became a landmark in international environmental law.

This wasn't theoretical pollution.

It affected air, agriculture, ecosystems and human health.

A B.C. government environmental report later described nearly a century of smelting-related pollution in Trail and noted that improvements in smelting technology had improved air quality — while lead, zinc, particulates and sulphur emissions remained concerns at the time of the report.

Then there's Port Alberni.

In the 1950s and '60s, industrial pollution from the pulp and paper industry was a major air-quality problem. The Alberni-Clayoquot Regional District describes those years as a time when air and water were regularly used as recipients for industrial waste.

People remember the soot.

Cars needed washing.

Clothes hung outside could come back grey.

And then something important happened.

They changed the technology.

In 1989, an electrostatic precipitator was installed at the pulp mill. The regional district reports that particulate emissions dropped dramatically — from more than 900 mg/m³ in 1988 to about 100 mg/m³ by 1999, and to around 5 mg/m³ today.

B.C.'s pulp mills also made major reductions in contaminants discharged into rivers and coastal waters beginning in the late 1980s. A 1994 B.C. government report attributed those improvements to a combination of government regulation, research, industrial investment and new technology, and said some waterways that had been polluted by pulp mills were beginning to recover.

And B.C. eventually had to build a regulatory system around all of this.

The province passed its first Pollution Control Act in 1956. In 1967, it was expanded to include industrial waste and a Pollution Control Branch was established to issue permits, enforce requirements and study pollution.

Think about that.

People complained. Scientists documented the damage. Governments were forced to act. Industry changed. Technology improved. And in many places, conditions got better.

So when someone says, "That's just how it is," I don't buy it.

We've already learned this lesson.

We learned that you can't keep dumping pollution into the air and water and simply expect communities to absorb the consequences.

We learned that economic activity does not have to mean sacrificing people's health.

We learned that regulation matters.

We learned that technology matters.

And most importantly, we learned that waiting until the damage is undeniable is not good enough.

B.C. has an environmental history that should make all of us pay attention.

Because this isn't about being anti-industry.

It's not about stopping development.

It's about asking a very basic question:

What kind of province are we building — and what are we willing to accept as the price?

We have seen what happens when pollution is ignored.

We've also seen what happens when people refuse to accept it.

That's the history we need to remember before we decide what comes next.
