Affordable housing is becoming harder and harder to find in Canada — and now we have more insight into one of the reasons why.

On June 25, 2025, the Competition Bureau of Canada issued a strong warning to landlords and property managers: it is illegal to coordinate or collude with competitors to fix rental prices, restrict housing supply, or align lease terms in ways that inflate costs for renters.

❗ “Agreements between landlords to ‘make the most of the booming rental market’ or ‘find ways to ensure all players benefit from the strong demand equally’ could violate the law.”

These practices — including price-fixing, market allocation, limiting supply, wage-fixing, and no-poaching agreements — are criminal offences under the Competition Act. Violators can face up to 14 years in prison and hefty fines.

What’s the issue?

The Bureau has learned that some landlords are engaging in questionable discussions in private groups and online forums, where they may be sharing strategies to inflate rents or limit the number of available rental units.

Even casual conversations between competitors can cross the legal line if they lead to agreements that harm the public.

What’s allowed?

Landlords and property managers must:

• Set rental prices and lease terms independently.
• Negotiate only with tenants, not with other landlords.
• Avoid any agreements that restrict the market or disadvantage renters.

Why this matters

This crackdown is about protecting renters, ensuring transparency, and keeping the housing market fair and competitive. With rents skyrocketing in cities like Vancouver and Toronto, renters deserve a chance to find affordable housing without being manipulated by behind-the-scenes collusion.

If you suspect anti-competitive behaviour, you can report it confidentially through the Competition Bureau’s Information Centre or their Whistleblowing Initiative, which allows for anonymous tips. People involved in illegal activity can also apply for immunity or leniency if they come forward and cooperate.

Investigation into X's Algorithm and Content Moderation

 Elon Musk's recent actions have drawn significant attention and concern from European Union (EU) officials, particularly in Brussels. The European Commission has intensified its scrutiny of Musk's social media platform, X (formerly Twitter), due to apprehensions about its influence on European politics and the dissemination of disinformation.

Investigation into X's Algorithm and Content Moderation

The European Commission has mandated that Musk disclose all recent modifications to X's recommendation algorithm. This directive is part of a broader investigation into how the platform's algorithm may be affecting political dynamics within the EU. Additionally, the Commission has requested internal documents detailing X's content moderation and amplification practices. This move follows complaints from German politicians alleging that X's algorithm is promoting far-right content ahead of Germany's upcoming elections. Notably, Musk has publicly supported the Alternative for Germany (AfD) party, which Germany's domestic intelligence service has designated as right-wing extremist. In response, German Chancellor Olaf Scholz described Musk's support for the AfD as "completely unacceptable." 

EU's Concerns Over Disinformation

The EU has also expressed concerns about the spread of disinformation on X, particularly in the context of significant geopolitical events. European Commissioner Thierry Breton has highlighted instances where X has been used to disseminate illegal content and disinformation, emphasizing the platform's obligations under the Digital Services Act (DSA) to moderate such content effectively. 

Potential Financial Penalties

In light of these concerns, the EU has indicated that non-compliance with the DSA could result in substantial fines for X. Reports suggest that the EU may consider the revenues from Musk's other businesses, such as SpaceX, Neuralink, xAI, and the Boring Company, when calculating potential fines. This approach could significantly increase the financial penalties imposed on X for any violations. 

Political Reactions and Regulatory Actions

Musk's involvement in European politics, including his endorsements of far-right figures and criticism of European leaders, has prompted reactions from various EU politicians. French officials have called for a firmer stance against Musk's growing digital influence, particularly after his perceived interference in European elections. Despite these calls, both Brussels and several EU capitals have shown hesitancy in confronting Musk directly, possibly to avoid clashing with allies of former U.S. President Donald Trump. 

In summary, the relationship between Elon Musk and Brussels is currently strained, with the EU taking steps to ensure that X complies with European regulations aimed at maintaining a fair and safe online environment. The outcome of the European Commission's investigation and any subsequent actions will likely have significant implications for Musk's operations within the EU.
